
Rudy is deeply committed to community and civic engagement as he’s continued to serve the Community of Austin for over 25 years. He serves on the Boards of the Greater Austin Chamber of Commerce, Opportunity Austin, the Salvation Army, RBI Austin, and remains active in several other local organizations. Rudy’s Team at GarzaEMC continues their active involvement and support of the Real Estate Council of Austin and the Downtown Austin Alliance, and are strong advocates and supporters of many charitable organizations in our community.
Professionally, Rudy is the Founder and CEO of GarzaEMC, a land development civil engineering firm with offices throughout Texas and Nashville, Tennessee. Prior to founding GarzaEMC, he spent 23 years in public service with the City of Austin, ultimately serving as Assistant City Manager overseeing Public Works, Transportation, Water and Wastewater, Utilities, Contract Management, and Real Estate. In this role, he partnered closely with local leaders, neighborhoods, and community organizations to deliver essential infrastructure and support the City’s long-term growth.
With more than 30 years of experience in project management, finance, and delivery of major capital programs, Rudy has successfully led both public and private developments across Texas, including education, office, healthcare, multifamily, and major utility infrastructure. His background in forming Design-Build teams, P3 partnerships, and other collaborative delivery models allows him to bring a unique blend of technical expertise and consensus-building to every engagement.
Rudy and his wife of more than 40 years, Melissa are blessed with three daughters, three sons-in-law, and their pride and joy five grandchildren.
