Rudy Garza is President and founder of GarzaEMC, LLC. Rudy has over 25 years of experience in Project Management and successful deliveries of major capital projects in both the private and public sector. Prior to establishing GarzaEMC, Rudy served as Assistant City Manager to the City of Austin. He spent 23 years in the public sector, with 20 of those years in Municipal government and three in State government. Rudy’s experience gives him a unique understanding of both public and private sector needs, as well as the complexity of engagements with public agencies.
John Pelham has been a part of the GarzaEMC team since it was founded in 2012. He brings to the team almost 20 years of experience in civil engineering, land development, and project management in both the public and private sectors. As Senior Vice President, John’s role consists of senior level project management, oversight of the site civil engineering practice, and project liaison and coordinator of other GarzaEMC design disciplines. John’s industry experience and engineering knowledge allows him to truly understand a client’s needs and develop unique solutions for each project.
Chris Randazzo has over 20 years of experience in civil engineering, project management and design. He has grown a diverse portfolio of projects in both the public and private sectors including office, commercial, healthcare, mixed-use developments, and higher education. Chris has considerable experience in Central Texas as well as all major markets throughout the State. He demonstrates commitment to focusing on client needs and ensuring successful project delivery.
Julia Mrnak is a Vice President for GarzaEMC. With over 11 years of experience in civil engineering and land development, she oversees some of our largest projects. Julia works closely with the clients and team to develop innovative solutions to successfully deliver projects. Her experience includes water quality and detention pond analysis and design, site design and permitting, drainage studies, TCEQ permitting, and water, wastewater, and storm sewer design for commercial, multi-family, retail, residential and public institutional projects. Julia has considerable experience working on projects with dense environments and challenging schedules.
Darren Huckert brings over 15 years of civil engineering and land development experience to our team. He is an accredited LEED AP with the US Green Building Council, a licensed professional engineer in the State of Texas and is an active member in various organizations statewide and in his community. While Darren maintains a statewide area of responsibility, he also serves as Vice President for the Houston/College Station Region. Darren provides business development, management and oversight of the firm’s civil engineering practice, project management and client relations.
Jonathan McKee has over 15 years of experience in civil engineering planning, design, permitting, and project management. He has managed teams consisting of multiple Managers, Engineers and Technicians for various land and infrastructure developments including retail, multi-family, office, industrial, commercial, restaurant, utility systems, and roadways. John has also provided consulting services related to all site development processes from project conception and due diligence throughout permitting and construction.
Brett Larson has over 10 years of experience in civil engineering. His experience consists of the design and project management of drainage projects and roadways, as well as utilities including water, wastewater, hydrology, hydraulics and storm sewer. Brett is well versed in design programs such as MicroStation, Civil 3D and GIS, and drainage programs such as HEC-HMS, HEC-RAS, WinStorm, THSYS,and Hydraflow. As Senior Project Manager, Brett aids in the design, coordination and construction services that meet the specific needs of each client to successfully deliver projects.
As a Senior Project Manager for the GarzaEMC team, Kelley Fowler manages our civil design teams and is responsible for working directly with our clients. Kelley brings over 11 years of civil engineering experience within both the private and public sectors. He has considerable experience in site analysis and design, erosion and sedimentation control, hydrology and hydraulics and water and wastewater infrastructure facility analysis and design. His experience also includes office, healthcare, higher education and public institutions.
